City of Baltimore Courtney M. Billups, Esquire is the managing principal of the Law Offices of Courtney M. Billups, located in Washington, D.C. The firm provides corporate counsel and consulting services to small businesses and technical assistance and consulting services to public entities. Attorney Billups serves as legal counsel and business consultant to small businesses that perform in a wide variety of industries and do business in both the private and the public sectors. He also serves as a consultant to state and local jurisdictions in the area of public policy, procurement, small business utilization and clean energy initiatives. Attorney Billups has distinguished himself as a successful commercial litigator, business development specialist, and has performed procurement and small business utilization evaluations for state and local jurisdictions across the country. In 2012, Mr. Billups was appointed the Director of the Office of Minority Business Enterprise for the Maryland Department of Health and Mental Hygiene. In 2015, Mr. Billups became Chief Solicitor of the Minority and Women’s Business Opportunity Office for the City of Baltimore, Department of Law. In that capacity, he is responsible for administering the City of Baltimore’s Minority and Women’s Business Enterprise Program.
Mr. Billups is a graduate of Morehouse College where he was a three-time, all-conference, student-athlete. He graduated with honors receiving his Bachelor of Arts Degree in Political Science. Mr. Billups received his law degree from the George Washington University Law School where he also served as President of the Black Law Students Association. Upon his graduation from law school, Mr. Billups began working for former Maryland Congressman and Chairman of the Small Business Committee, Parren J. Mitchell, where he worked closely with Congress, federal agencies, state and local governments, trade associations and business organizations providing research materials, legal analysis and policy position papers. In addition to drafting testimony and providing general advocacy on behalf of small businesses, Mr. Billups also worked in numerous state and local jurisdictions across the country assisting in the development of the requisite factual predicate studies needed to support state and local small, local and disadvantaged business enterprise programs.
In 1995, Mr. Billups was named by Black Professional Magazine as one of America's “Best and Brightest.” In 2007, Mr. Billups was named a “Community Excellence” award winner by the Maryland State Department of Education. In 2016, Mr. Billups was honored as the “Most Efficient Administrator of a Minority Certifying Agency” by the Maryland Washington Minority Companies Association. Attorney Billups has been a featured speaker for the National Bar Association, the George Washington University Law School, the Howard University School of Law, the Georgia State University School of Law, the National Association of Minority Contractors, as well as for several other trade associations and business organizations.
In November of 2006, Mr. Billups was elected County Commissioner for Queen Anne’s County Maryland, becoming the first African-American elected official in the three hundred year history of the County. Attorney Billups served as the Program Management Consultant for the newly established Maryland Clean Energy Center promoting loan programs for energy efficiency and renewable energy technology throughout the state of Maryland. He serves on the Advisory Board of BB&T Bank and on the Board of FSC First, a non-profit small and minority business funding organization.

Maryland Dept of Transportation Angela has been working within the Maryland Department of Transportation for the last 24 years. She began her career in procurement at the Maryland Transit Administration (then the Mass Transit Administration) in 1989 as a procurement clerk, and in 2000 became a buyer for the Maryland Transportation Authority Police in their Quartermaster Unit. Tying the concepts of procurement with Minority Business, she became an Administrative Officer in the Authority’s MBE Office in 2005, and took her skills with her to the MBE Office at the Department of Transportation Headquarters in 2010. She is currently a Certification Officer interviewing applicants seeking Minority Business Certification in the State of Maryland.

Mr. Gillean works with corporations, both domestic and foreign to develop Supplier Diversity Programs that are in full compliance with the regulations of their host countries.
He has been working in the purchasing profession since 1979 and has always involved himself in Supplier Diversity issues. Most recently, Charles has led the Supplier Diversity Program for a Global 200 corporation. He is considered by some as a SME (Subject Matter Expert) on this rapidly expanding subject. Charles also administered the Supplier Diversity Program for the 4th largest transit property in the nation. As a result of his extensive experience, he is well grounded in all aspects of both public and commercially based Programs.
He has testified before the US Commission on Civil Rights on Supplier Diversity issues and was a key participant in the development of unified certification standards for federal agencies and advocacy groups.
Mr. Gillean regularly conducts workshops and seminars on Program Development, Federal Compliance and his favorite topics, “Innovative Approaches to increase Diversity Supplier Participation”; and “Marketing to the Big Boys, P3 – Prepare, Present Pursue”.
Charles has been active with many advocacy organizations. These include, Supplier Diversity UK, ISM Supplier Diversity Pharmaceutical Forum, NMSDC, NAWBO, Veteran and Disabled business owners organizations to name a few. He has also served in leadership positions in the industry by serving on the Boards of such organizations as NMSDC, PA-DE-NJ, NAWBO, and NAVOBA.

He has negotiated numerous GSA Schedule contracts and has advised both large and small organizations. Prior to joining NGLCC, Natalie received her BA in International Peace Studies and Philosophy at the University of Notre Dame where she worked to achieve a healthier and more supportive LGBT and gender environment on campus.
